The Schools Division Office (SDO) of Biliran, under the Department of Education (DepEd) Region VIII, stands today as a vital institution in the province’s educational landscape. The roots of the Philippine public education system trace back to the Educational Decree of 1863, which established the Superior Commission of Primary Instruction. Over the decades, the system underwent significant transformations—from the American colonial period’s centralized model to the post-war and post-independence reforms.

The most pivotal change came with the passage of Republic Act 9155, or the Governance of Basic Education Act of 2001, which redefined the structure of DepEd and empowered local field offices like SDO Biliran to implement school-based management and localized education governance.

The Emergence of SDO Biliran
While Biliran was once part of the larger Leyte Division, the growing need for localized governance and educational development led to the establishment of its own Schools Division.
